النظام القانوني للسفن غير المأهولة في ضوء القانون الدولي للبحار
إن المعنى الحقيقي الذي يمكن أن ينطبق على تأثير السفن غير المأهولة على القواعد القانونية الدولية أنه الثورة الجديدة في عالم القانون الدولي للبحار والنقل البحري في آن معا، فلايمكن فصل كلا منهما عن الآخر، ذلك أن أكثر من 80 % من حجم التجارة العالمية يتم نقلها عن طريق البحر، وهذا على حد قول رجل الإقتصاد، أما عن رجل القانون فلايمكن أن تخطىء عينه عند قراءة هذه النسبة بشىء من الحرص الشديد وذلك لتأثيرها على طبيعة القاعدة القانونية ونصوص الإتفاقيات الدولية المطبقة. فظهور السفن غير المأهولة سوف تؤدي - ولاشك - إلى إعادة قراءة نصوص هذه الإتفاقيات وليس مجرد القراءة، بل والإستعداد لتقديم المزيد من التعديلات والتنقيحات التي سوف تفرضها طبيعة الظرف الجديد. فما المقصود بالسفن غير المأهولة وماهي طبيعة المسوؤلية القانونية المترتبة عن وقوع الحوادث البحرية وماهو دور المجتمع الدولي، والمنظمات الدولية عموما، والمنظمة البحرية الدولية خصوصا في هذا الصدد، وكيف ستحاول التشريعات الوطنية أن تتوازن - من خلال إصدار تشريعات جديدة - مع كل هذه التحديات التقنية الهائلة، ذلك أنه لايمكن فصل علم القانون عن علوم التكنولوجيا، لأن التقدم التكنولوجي الهائل يفرض تطورا مطابقا في القاعدة القانونية .
